Such qualifications should be removed from all hiring, immigration, banking or Government Entitlement qualifications. Meritocracy will find the most valuable mean for everyone, as the Road to Hell is paved with Good Intentions. Integration = forced merging into a majority culture, meaning no special provisions for the minority language or culture and its disappearance long-term. Assimilation = pepper-potted housing and similar ways to increase cultural contact with the same long-term goal but with gradual change. Both of those would of course have led to the eventual loss of our own culture which had always been the aim of colonizer governments – make Māori exactly like everyone else and all the problems arising from our differences will disappear. NZ still has white lobby groups insisting we are all one people. Māori see them as demanding that we abandon our culture.
Nobody likes being stripped of their identity and having someone else’s imposed on them, and somehow against all odds we managed to keep ours. Really, however, this is a reframing of what’s called the “paradox of tolerance.” It goes like this: if you tolerate everyone, including the intolerant, you eventually will lose your ability to be tolerant. The intolerant, unhindered by any of your moral compunctions about inclusiveness, will seize power and force their way of thinking on everyone. A tolerant, or diverse society (for diversity is not only tolerant, but deliberately inclusive) can include those who oppose their values up to a point, but has an obligation to self-preservation in order to continue those values of tolerance and diversity. In a 2013 census in Karnataka, a southern state in India, there were nearly 1700 caste categories covering every religion (yes, muslims and christians have castes too in India). Each caste has a different culture, a different interpretation of the God(s) and possibly different language(s). That is just one state. The same is there in each and every state. If each community of the country were to be taken up on headcount, there would be no community that would come close to forming a majority. Even our genome isn’t pure: no one is a pure mongoloid, a pure dravidian or a pure aryan. If that isn’t diverse, I don’t know what is.
